For decades, Turkey was a rarity: a secular democracy with a Muslim majority, a liberal economy, and a solid alliance with the West. It was NATO’s only Muslim-majority country and, for a brief while, the likeliest candidate to carry the same distinction as a member of the European Union (EU).Traditionally, Ankara’s foreign policy has been Western-oriented, in support of the status quo, and noninterventionist.1
