On December 10, 2017, a
solemn ceremony of commencement of construction under a Limited
Construction Permit (LCP) issued by the Turkish Atomic Energy Authority
(TAEK) in October 2017 was held at the Akkuyu NPP site.
The event was
attended by the Chief Executive Officer of Rosatom State Nuclear Energy
Corporation Alexei Likhachev and the First Deputy Minister of Energy and
Natural Resources of the Republic of Turkey Fatih Donmez.
Concreting
the base of the facilities of the "nuclear island" is an important
stage in the preparatory work. Under the Limited Construction Permit,
construction and installation work is carried out at all facilities of
the nuclear power plant, except for buildings and structures related to
the security of the "nuclear island".
«Today,
local residents are present at the ceremony, and I take this
opportunity to tell you: «Thank you for your support!» Rosatom decided
to establish the Akkuyu NPP Public Council for a permanent dialogue and
joint participation in the project. We are standing at the starting
point of a century-long cooperation, while the Akkuyu NPP will be
providing Turkey with the clean energy» said Alexei Likhachev.
On
December 2, 2017, the preparation of the base of the reactor building
of Unit № 1 was completed. A Turkish company was engaged at the works
and completed the job execution right on schedule.
In
addition to the construction works on the site, environmental
monitoring activities continue: seismological and meteorological
parameters, groundwater and the marine environment are monitored on a
regular basis. All works on the construction of the Akkuyu NPP are
carried out in accordance with the Turkish legislation, with the direct
participation and coordination of the Turkish Atomic Energy Authority.
The
project offers significant opportunities for Turkish suppliers.
According to preliminary estimates, the Turkish side will be able to
accomplish about 35-40% of the Akkuyu NPP construction, which is
equivalent to an amount of 6-8 billion US dollars.
More than 350 Turkish
companies have applied for inclusion into the list of potential
suppliers, the first of them have already received orders for the
preparation of the infrastructure of nuclear power plant. To date, the
total number of personnel on the site is more than 300 people, 90% of
them are Turkish citizens, brought to the works from nearby areas of
Büyükeceli, Silifke, Tasucu, Aydıncık.
Highly qualified engineering and
technical support specialists from Turkish companies that had built the
largest energy and industrial facilities of the Republic of Turkey have
been invited to work.
In March 2018
AKKUYU NUKLEAR JSC is going to obtain a construction license, after
which the base will be concreted, which is the official start of the
construction of the first unit of the Akkuyu NPP ("first concrete"
pouring).

The project of construction of the first nuclear power plant in Turkey is implemented on the basis of the Intergovernmental Agreement signed between the Russian Federation and the Republic of Turkey in Ankara in May 2010. On October 13, 2011 TAEK gave AKKUYU NUKLEAR JSC a valid license for the site, and in November 2013 it approved the updated Ground Report on the site carried out by Akkuyu Nuclear JSC under the Site License Terms for the construction of the Akkuyu NPP with the installed capacity of 4,800 MW. On December 1, 2014, the Ministry of Environment and Urbanization of the Republic of Turkey approved the report elaborated by the Akkuyu Nuclear JSC on the Environmental Impact Assessment (EIA) of the Akkuyu NPP. On February 9, 2017, TAEK agreed on the parameters of the Akkuyu NPP site, and then on March 3, 2017, an application for a construction license was submitted to the Authority. On October 19, 2017, the company AKKUYU NUKLEAR JSC received a Limited Construction Permit (LCP from the Turkish Atomic Energy Authority (TAEK)), which was the first step towards obtaining a License to build a nuclear power plant.
The LCP allows to proceed to the arrangement of the pit of Unit № 1 before reaching the design level, the foundation construction of the base for the main and auxiliary facilities and constructions of Unit № 1, the vertical layout of the project site, backfilling of the Bay of Akkuyu to the level of +10.5 m, construction of freight terminals "Western" and "Eastern", construction of the eastern and southern drainage channels, construction of temporary buildings and structures, fire station, fire water tanks and fire pump station.
AKKUYU NUKLEAR JSC is a company established in 2010 to implement the Akkuyu NPP project in the South of Turkey in Mersin province. VVER-1200 Akkuyu NPP power units are among the most advanced generation III+ projects with enhanced safety systems that meet all existing requirements. This is a serial Russian project of a nuclear power plant on the basis of the project Novovoronezh NPP-2 (Russia, Voronezh Region), the first unit of which was put into operation on August 5, 2016. After the construction of the Akkuyu NPP is completed, it will generate about 35 billion kWh per year. The lifetime will be at least 60 years
