The
“Cyprus Solution” in Judea and Samaria?
According to the plan, an arbitration committee will be appointed to decide on issues of land belonging to private owners and whether and how much compensation to give in these cases.
Sources close to Justice Minister Ayelet Shaked indicated that the ministry is working on adapting the Cyprus model to Israel in order to resolve the issues of Palestinian land ownership claims throughout Judea and Samaria, including Amona. The invitation of a renowned international jurist to participate in the formulation of the plan is expected to help deal with the expected response from Europe to the plan.
The promotion of the Cyprus model is going on in parallel to efforts to enact the Regulation Law, which passed its preliminary reading last week and is expected to be brought before a special committee this week to discuss its first reading in the Knesset. Senior coalition officials estimate that details of the new plan will be presented next week.

Solution in Sight
The
two sides of the island are close to making a conclusive agreement,
and there are chances that a deal concerning land may be finalized
between Anastasiades and the Turkish-Cypriot leader Mustafa Akinci
when talks between both sides restart on November 20.
Sources
state that following two-day negotiations (November 20-21), the
negotiating teams may extend talks for another two days to discuss
members of concern to both communities living on the island. A
conclusion regarding the talks may even take place within December.
This
means that a meeting concerning securities and warranties involving
Greece and Turkey that would lead to an end to the long-standing
dispute is not unlikely by the end of the year.
In
Athens, Tsipras briefed Anastasiades on the meetings he had with U.S.
President Barack Obama on Tuesday.
The
meeting was attended by Foreign Ministers of Greece and Cyprus, Nikos
Kotzias and Ioannis Kasoulides and Government Spokesman Nikos
Christodoulides.
