Μάλιστα υπάρχει ειδική συμφωνία συνεργασίας Σιγκαπούρης και Βιετνάμ:
Implementing the guidelines of ICAO and Ministry of Transport, in November 2011, Vietnam Air Traffic Management Corporation(VATM) and Civil Aviation Administration of Singapore (CAAS) signed an collaboration agreement on Automatic Dependent Surveillance - Broadcast (ADS-B. The objective of this Agreement is to improve safety and operational efficiency in the provision of air traffic services for civil air traffic flow in the Ho Chi Minh and Singapore flight information regions (FIRs) by providing and enhancing ADS-B coverage, ADS-B data availability and DCPC facilities in these regions and the areas including and up to 150 nautical miles from the boundaries of these FIRs.

Automatic Dependent Surveillance - Broadcast (ADS-B) is a completely new technology. It has changed technology of communication- navigation- surveillance (CNS) in the current air traffic management services of the world. In addition to the proven and certified consideration of ADS-B as a low-cost solution and replacement of traditional surveillance radar, ADS-B allows pilots and air traffic controllers to "see" and "control "flight operations with high accuracy.
ADS-B also enhances the ability of monitoring flight operations more safely and exploiting air routes more efficiently.
Because of the outstanding features of the ADS-B, Asia - Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) has established a sub-group which studies ADS-B under the auspices of International Civil Aviation Organization (ICAO) to implement ADS-B in the Asia-Pacific region.
It is also a desire of airlines through the International Air Transport Association (IATA) to get benefit from the services using ADS-B surveillance to separate aircraft. The Civil Air Navigation Services Organization (CANSO) has also voiced to support the cooperation between the Air navigation providers ADS-B data sharing and Very High Frequency (VHF) communication services, in order to exploit the technological features most effectively.
In Vietnam, in order to keep up with technology trends of civil aviation flight operations in the world and the ICAO policy on installing ADS-B surveillance network in the airline industry, on January 8, 2008 the Civil Aviation Administration of Vietnam (the Civil Aviation Authority of Vietnam – CAAV currently) requested approval from Ministry of Transportation to install ADS-B surveillance network. Accordingly, 23ADS-B stations will be installed nationwide. This policy has been approved by the Ministry of Transportation.
At the same time, the Ministry of Transport allowed CAAV and Vietnam Air Traffic Management Corporation (VATM) to share data from ADS-B stations with countries whose flight information regions (FIRs) are adjacent and to install air - ground VHF at these ADS-B stations for those sharing ADS- B data to control traffic in their FIRs upon request.
Implementing the guidelines of ICAO and Ministry of Transport, VATM and Civil Aviation Administration of Singapore (CAAS) have agreed sharing ADS-B data and VHF information, in order to exploit the features of advanced technology most effectively. It makes favorable conditions for direct communication between air traffic controllers and pilots. It is expected that by the second quarter of 2013, ADS-B stations in the East Sea (including 3 stations) will be officially put into operation by VATM.
