Russia and China have reportedly blocked the U.S.' attempt to secure a halt of refined petroleum exports to North Korea, asking for more time and detail to review the U.S.' claim that Pyongyang breached sanctions.
According to Reuters and AFP on Thursday, the U.S. last week complained to the 15-member UN Security Council North Korea sanctions committee that as of May 30th this year, there had been 89 illicit ship-to-ship transfers of refined petroleum products in 2018 by Pyongyang.
Washington asked the committee to notify all UN member states that North Korea has breached a refined petroleum cap of 500-thousand barrels a year which was imposed by the council in December 2017, and order an immediate halt to all transfers.
But Russia's UN mission reportedly put a "hold" on the U.S. request on Thursday, telling the committee it is seeking additional information on every single case involving the "illegal" transfer of petroleum.
China is also said to have backed the Russian request and asked the U.S. "to provide additional factual information to facilitate all states to study and make judgment."
